My mom used to be a GC holder, she went home to the Philippines and decided to stay for good, her GC is no longer valid. 4 yrs later she wanted to visit and apply for Visitor's visa, she was approved for a 10 yr multiple entry, she had to surrender her invalid GC. She came and stayed here for 5 1/2 mos, she's back home now. When can she come and visit again?

Immediately if she wants to. The limitation is not so much time between visits as the pattern of visits. If it appears that she is staying in US and only leaving occasionally to meet time limitations, that would be a problem. On the other hand occasional visits of a month or two with long stays out of US give the appearance of someone not interested in remaining in US.

Your mom can make the occasional short stay outside US without problems as long as her overall pattern of visitation shows a preference for living outside US. That said, if this will be the first time she will be availing the multiple entry privilege, it would be best if the return is several months after her departure and her stay in US does not push the limit as she needs to show lack of interest in returning as an immigrant. A very short turnaround is acceptable if she can demonstrate "good reason" for the sudden return and the resulting stay is not excessive. The rules on this are guidelines rather than strict instructions.
