K-3 visa can come in the US without CFO seminar???

Is there anyone here from K-3 or even K-1 came to USA without CFO seminar? I have a friend, her husband is coming in April 20th. She said he did not have CFO seminar because it's not needed for him anymore. Is this true? or is there an exemption to undergo CFO seminar in some cases? I'm just a little worried if seminar is really necessary or required at POE because he have no more time unless he would cancel his flight schedule.

The CFO sticker in the passport is needed for anyone emigrating from the Philippines. IF your friend's husband has not stepped on the plane yet, the "jury is still out" about whether he needs the sticker or not.

Your friend may be confused by what is the CFO seminar. The CFO seminar is required by the Philippine government for a Philippine National that is immigrating, it is not required by the U.S. government at all. If your friend's husband were to be refused travel because of not meeting the CFO requirement it would probably be at the airport before he gets on the airplane, not at the Point-of-Entry.

USCIS Response: Customers should notify the Director of their local office when they have a complaint about a civil surgeon.

hi,

I also have a friend whom i kept on telling to get a seminar but she kept on insisting that it was not in her list to join the seminar. She never believed on me in the sense that her destination was on Canada she said that we were in different State. At the end of the day she was messed up her scheduled. There is no exemption to undergo seminar even overseas workers they are required to attend CFO. I just dont know the latest up to this date if there is an exemption.

Maybe in case to case basis,Im K3 visa but i never attend any CFO seminar and i didnt encounter any problem at all,even when i ammend my passport into marriage name(but it was 2 yrs ago).Maybe i was just lucky though!

My friend was also a k3 visa , and it happened just last year 2008.

Thank you everyone for your reply. Well, I'll just hope that he wouldn't encounter any problem like prettynpink had. I just talked to my friend on the phone and read all your replies to her. She still insisted that it's no need. So, it's not my problem anymore if something happen in the airport. Thanks sir rbacon, sir mark and the gurls shared thier input.

Anyway, i told my friend too that if he will arrive on monday with no probs at all, her husband deserve a big welcome party.

BAD NEWS!!!!!......... Her husband wasn't able to make it. The immigration officer in the airport (or whatever you call them) asked for the CFO sticker and certificate. He have nothing to show so he need to go back and get the requirements. This is what happen to those who are hard headed, did not listen advise.

Yes, they were able to reschedule the flight. Anyway, thanks Sir Mark for your clarification on your first reply.

This is another warning to those who are on the road. No argue, attend a CFO seminar to get the the CFO sticker and certificate.

HI..yes,we're required to attend the CFO counseling.I took it when I changed my passport because the consular office in our province required me to have that.
