These days there is free wi-fi all over the place in the Philippines. Just about any SM has it. When we were in Philippines in 2012 we generally just messaged on facebook when we had a Wi-Fi connection. I had more difficulty keeping my phone charged than being 'connected'.

Back when Cleo and I were 'dating' she would go to an internet cafe and we would chat on yahoo with a webcam. We didn't do voice at the time (probably good because neither of us likes talking 'on the phone'), but we could see each other and we typed back and forth.

Medical Exams – A caller explained that the civil surgeon who completed the medical exam used the wrong form and then wanted to charge an indigent refugee to reprocess the paperwork on the correct form. What recourse does an applicant have if this occurs?

USCIS Response: Customers should notify the Director of their local office when they have a complaint about a civil surgeon.
